In a written judgement issued on 9th November, a High Court judge has dismissed legal challenges against the traffic orders issued by Enfield Council to implement the low-traffic neighbourhood (LTN) scheme in the Fox Lane quieter neighbourhood.

Local campaigners have notified Enfield Council that in their view the planned leasing of a large part of Whitewebbs Park to Tottenham Hotspur Football Club is unlawful. They have warned both the council and the football club that they intend to enforce the rights of the public to make use of the land for recreation and will take legal action if necessary.

The Police in Enfield borough are in the process of adapting their safer neighbourhood teams to the new wards that came into force at the time of the local elections in May. In Palmers Green ward, PCSO Jennifer Arkwright is inviting ward members to volunteer for the new ward panels. The article includes maps of all new wards in and around Palmers Green.

Enfield Council has asked the organisers of a German-themed beer festival due to be held in Broomfield Park to withdraw their application for a licence for the event. In a letter to residents a Palmers Green councillor says she is 'confident' that the event will not go ahead.

Over three days in October up to 8000 people from all over London are due to be flocking to Palmers Green, attracted by an opportunity to 'loosen up their lederhosen' and enjoy three days of bratwurst, oompah bands and axe throwing, all washed down with German beer served by dirndl-clad waitresses. The council, it seems, gave the green light to the organisers of the London Oktoberfest some three months ago, but local people were unaware of it until very recently. How does this fit in with the 'partnership approach' to events in the park that the council signed up to after the 4 Not 24 campaign in 2018?

In a bid to 'force the local plan process into the daylight', civic sector societies and community organisations in the borough have joined forces to launch a petition calling on Enfield Council to provide for thorough discussion of the revised draft local plan before it is submitted to the official government inspector. The deadline for adding your name to the petition is 31st July.

With only four days to go before the contract to build the new Edmonton Incinerator is due to be signed, councillors from the Green Party and Liberal Democrats have criticised the Mayor of Enfield, accusing him of unnecessarily delaying the date of a council meeting to discuss the contract, meaning that it will take place too late to stop contract signature. Meanwhile, the broadbased coalition which unites members of more than 50 campaign groups and opposes the new incinerator is making preparations for what is likely to be the biggest protest yet, a family-friendly march on Sunday afternoon from Edmonton Green to the misleadingly named 'Eco Park' along the North Circular Road.

Residents of some Enfield wards - I'm looking at you, Palmers Green councillors! - would be grateful if they had more than a few hours notice of upcoming ward forums, while minutes of previous meetings would be looked upon as a wholly unrealistic luxury, but the Winchmore Hill ward forum has always been exemplary in both respects. This week it has outdone itself by publishing not one, but two versions of the minutes of its most recent meeting, on 4th November.

The Green Party gained its second Enfield councillor last week, when during the full council meeting on 22nd September Cllr Anne Brown announced that she had become a member. She represents Southgate Green and joins Cllr Charith Gunawardena, from neighbouring Southgate ward, who announced his move to the Greens in May.

In the run-up to the end of the current consultation phase for the Enfield Local Plan (the deadline is Monday 13th September), the Enfield Society has published its response to Enfield Council's draft document. While welcoming some aspects, the Society completely rejects the idea of housing or other types of development being built on all but a very few small parts of the borough's Green Belt land. Another newly published response, from Enfield Climate Action Forum, voices similar criticisms from a primarily environmental sustainability perspective.

In line with the recommendations of the government's National Planning Policy Framework, Enfield Council has drawn up a draft Planning Enforcement Plan, which is currently out for consultation until 17th September. The plan will specify how the council will deal with breaches of planning regulations, developments that do not meet national and local polices, or a failure to comply with enforcement action taken by the council.

Enfield Council has been a pioneer in the creation of 'constructed wetlands', so it's no surprise to find that the main author of a newly published Urban Wetland Design Guide is Ian Russell, the council's Principal Engineer, Structures and Watercourses. Although intended for professionals, in particular landscape designers, it's short, very clearly written and illustrated and no specialist knowledge is needed to follow the main design principles.

Enfield Council has revealed that the future location of its well respected archives and local studies centre will be the ground floor of the Civic Centre, where there will also be exhibition spaces for art and archive artifacts. The news was revealed at a cabinet meeting last week which reviewed the council's ongoing programme to streamline and improve services. The move of these and other services out of Thomas Hardy House (better known as the Dugdale Centre) has provoked controversy.
