The consultation stage for phase 1 of the Connaught Gardens quieter neighbourhood scheme began on 25th February and continues until 14th June. During this stage residents and others can submit formal objections (in writing or by email) to the phase 1 changes becoming permanent. However, the council will be also be consulting using an online engagement survey, which will run for four weeks, probably starting in May.

The current formal consultation relates only to phase 1 of the project, involving changes to a small number of streets in the north-western corner of the designated quieter neighbourhood area. Some streets have been made one-way but with contraflow cycling allowed, there is a 20mph zone covering a slightly larger area, and a new banned right turn - see the map on this page. Work to implement phase 1 began in mid-December and took somewhat longer than orginally planned, being completed only on 15th January. The changes have been made using experimental traffic orders (ETOs). While ETOs are in force individuals and businesses can submit objections (for more information about ETOs see the text of the letter below).

The council have not made it clear whether the engagement survey starting in May will ask for views about just phase 1 or about both phases 1 and 2, ie about plans for a wider "low-traffic neighbourhood" scheme which will prevent traffic using streets in the area as a cut-through between A roads. Implementation of the rest of the scheme will be possible only if and when Transport for London (TfL) approves the plans and provides the necessary funding.

Connaught Gardens Quieter Neighbourhood – Phase 1: Consultation

Dear Resident,

Phase 1 works for the Connaught Gardens Quieter Neighbourhood scheme were completed on Friday 15th January 2021. As per our previous correspondence, the trial of Connaught Gardens Quieter Neighbourhood – Phase 1 is being introduced using Experimental Traffic Orders (ETO). This allows us to make necessary changes to the scheme during the trial period, and for the local community to comment once the scheme is in place. The purpose of this process is to understand how the measures work in practice and how they are experienced by people who live, work or visit the area. The Council will consider in due course whether the provisions of the ETO should be made permanent.

Anyone can formally object to the scheme being made permanent. However, an objection must be made in writing, state the grounds on which it is made and be sent to the Head of Traffic and Transportation, Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD, or by e-mail to , quoting the reference TG52/1458. The period for formal objections ends on Monday 14th June 2021. Responses to individual objections are not going to be provided, but any objection raised will be addressed in a formal report that will inform the decision-making process.

We recognise that there will be a range of views on this scheme, so we will also offer an opportunity to share your feedback on the trial through an engagement survey. This survey is anticipated to open in May for four weeks, prior to the time that the decision on the future of the scheme will be made. The engagement survey responses will be thoroughly analysed and form a key part of the formal report that will inform any decision made. We will send a further letter once the engagement survey is open on the project page, along with details of how you can request paper copies.
