Projects to create two new Quieter Neighbourhoods - Bowes East and Edmonton Green - have now progressed to the second phase of community engagement, which runs until 11th February. The council has now developed specific proposals designed to deter or prevent drivers from cutting through the two areas, which will thus become more peaceful for people living within the area and safer and pleasanter for people using the streets on foot or on bikes, or stopping to talk to neighbours.

Enfield Council's Journeys & Places team have launched the initial engagement phase for a proposed 'Bowes East' Quieter Neighbourhood in the southern part of Palmers Green, south of the A406 and east of Green Lanes. A much larger quieter neighbourhood is also proposed for Edmonton.

Enfield Council's recently announced plans for a new cycling and walking route will mean that the important shopping, travel and employment hub at Southgate Circus will for the first time be safely accessible by bike from the Fox Lane LTN and Palmers Green. However, continuing the route east of PG to the Cambridge Roundabout will require bold measures to make Hazelwood Lane safe for cycling.

Enfield Council is seeking residents' views on two projects within the Bowes Primary quieter neighbourhood. One will create a walking and cycling route between the two low-traffic neighbourhoods on either side of Brownlow Road; the other involves creating 'a space for people to enjoy' at the junction of Maidstone Road and Warwick Road.

The third new low-traffic neighbourhood (LTN) in Haringey borough comes into force on a trial basis on 1st November. The Bruce Grove West Green LTN extends from Turnpike Lane station in the west to Tottenham High Road in the east. It is designed to prevent drivers cutting through side roads.

Hot on the heels of the launch this week of their first new-generation low-traffic neighbourhood, in Bounds Green, trial operation of a second Haringey LTN is due to begin on Monday 22nd August. The St Ann's LTN will stretch between Green Lanes (Harringay) in the west as far east as Seven Sisters underground station and will be bounded to the north by West Green Road and to the south by St Ann's Road and the easternmost stretch of Seven Sisters Road.

More details are available about the Individual Circumstance Exemptions that can be applied for and will allow vehicles to drive past camera-controlled filter points in the Bounds Green low-traffic neighbourhood and the two other LTNs that Haringey Council is introducing in the near future.

Haringey Council has announced that the low-traffic neighbourhood in Bounds Green will start trial operation on Monday 15th August. The scheme uses a mix of camera-controlled 'filters' and filters created by bollards or other physical barriers that will prevent cars and lorries passing through without hindering pedestrians, wheelchair users or cyclists. Vehicles in certain categories will be exempt from the prohibition of passing camera-controlled filters.

The newly published results of a study by the environmental charity Possible shows that excessive car use on London's roads causes significant delays to fire engines and ambulances and is likely to contribute to deaths of patients. The researchers took advantage of the huge drops in traffic during the 2020 lockdowns to compare emergency service response times during these periods with response times and before and since. During lockdowns response times fell dramatically, particularly for inner London fire stations. The research does not support claims that cycle lanes and low-traffic neighbourhoods cause delays to emergency services.

Enfield Council is planning to make changes to the Fox Lane and Bowes low-traffic LTNs, aimed at easing access for disabled people and emergency services. Some bollards will be replaced by camera-controlled restrictions and blue badge holders and dial-a-ride buses will be allowed to drive past them. In addition, the council is seeking views on the future of the restriction in Meadway and about possibly switching the access points for the Bowes LTN.

Following 'call-ins' by opposition councillors, Enfield Council's scrutiny committee will be discussing the council leader's decisions to make two active travel schemes permanent: the Fox Lane low-traffic neighbourhood and a small scheme in Bull Lane near the North Middlesex Hospital. The meeting on 28th February will also discuss a petition calling on the council to 'take down the flower beds and wooden blocks in the middle of the road for all of the palmers green and Winchmore Hill area'.

The report on trial operation of the Fox Lane LTN has now been published. Its recommendation to the leader of Enfield Council is that she should sign off making the scheme permanent in its current form. However, the report also states that the council intend to look at potential changes to the scheme that relate to issues which emerged from the consultation and the data collected during the trial.

Enfield Council leader Nesil Caliskan has approved making the Bowes low-traffic neighbourhood scheme permanent and the decision will come into effect on 12th January, subject to the outcome of a likely 'call-in' by opposition councillors. A neighbouring scheme to be trialled by Haringey Council, possibly as early as this month or next, will expand the scheme down to Bounds Green Road.

At its meeting on Tuesday evening Haringey's Cabinet approved the creation of the borough's first three low-traffic neighbourhoods (LTNs). Work on the first to be built, Bounds Green LTN, will begin in early 2022.
