Recently Arrived Visitors to Broomfield Park

Can anyone give any information about the recent arrival of travellers to the Park? I know that the Council and Police are aware but what action can be and is being taken to remove them from this public space? Already there is evidence of damage and littering/animal fouling in the park and I have heard anecdotal stories which I will not repeat here specifically of theft and criminal damage within the Park.

I asked Councillor Daniel Anderson what the position is. His reply is below:

The Police have been unwilling to take a more forceful stance without us obtaining a court order. To that end, we were successful in obtaining a Hearing in the High Court (Queens Bench) that will take place on Monday at 2pm. Our bailiffs are currently serving notice of the hearing to the travellers. Once the Writ of Possession is granted on Monday, it will be executed on the same day. We have often found that by issuing them with a hearing date in the High Court, the travellers tend to move on before the Court Hearing, so hopefully they will leave this weekend. If the travellers move we will have a team in the park to clean-up as best we can.

Let's hope that they get the message and depart without causing further problems.

According to Councillor Anderson the injunction was granted, but they have 72 hrs to comply. The hope is that they will depart sooner!

The uninvited guests left Broomfield Park yesterday, but have only moved as far as Arnos Park. The council will now have to take out a separate injunction to get them out of there.

As well as motor vehicles, the travellers were accompanied by a couple of heavy horses - the one shown here was photographed by David March.



While the travellers were in the park windows were broken in both the Conservatory and the Greenery cafe. The Greenery was closed at the weekend because of fears for the security of their volunteers.

Spoke to Cllr Anderson also.

Appalling stance from Met Police, essentially refusing to respond to criminal activity due to a lack of desire to dirty their hands with gypsy matters. Complaints ranged from theft and vandalism to racist abuse. None of which were investigated by MPS.

Travellers left late Tuesday evening.

Injunction order - London Borough of Enfield Vs. persons unknown

On Friday 21 July 2017, the High Court granted an interim Injunction for three months preventing anyone (Persons Unknown) from:

  • Setting up an encampment on any Land identified on the map (see below) numbered 1 to 130 without written permission from the Local Planning Authority, or, planning permission granted by a planning inspector

  • From entering and/or occupying any part of the Land identified on the map numbered 1 to 130 for residential purposes (temporary or otherwise) including the occupation of caravans/mobile homes, storage of vehicles, caravans and residential paraphernalia

  • From bringing on to the Land or stationing on the Land any caravans/mobile homes other than when driving through the Borough of Enfield or in compliance with the Parking Orders regulating the use of car parks or with express permission from the owners of the Land

The Injunction Order contains a Penal Notice which means anyone breaching it will be in contempt of court. If they do not move or move onto any other open space within the Borough controlled by the Council, they will be in contempt of court and may be arrested.

Over the weekend of the 21-24 July 2017, High Court bailiffs served (posted) the Injunction Order to all entrances to Enfield’s parks and open spaces.

In addition, the Order requires that the Claim forms and evidence in support be posted on Enfield’s website. These can be found at https://new.enfield.gov.uk/services/planning/property-and-land/injunctions/

Stonking order from EBC it seems. Saw it on Conway Rec as well as Broomfield Park. Details on the EBC website but essentially covers every park and green space in the borough!! Guessing it means, so far as the order is in place, EBC can get police/bailiffs to immediately evict travellers without having to go back to Court.
