Thanks for this response – albeit, disappointing news. Based on my experience of asking receiving information from Network Rail (or, e.g., local councils), I think your reading is probably right. They are unlikely to say, simply, we've ditched it.

Something you don't see happening much round here - or anywhere in the country for that matter: eight new houses in Bounds Green that are being built to Code 4 Sustainable Homes standards.
