Enfield Council's "Liveable Neighbourhoods" project for improvements to the public realm in Enfield Town has already progressed through four stages of public engagement since 2019, designed to find out people's views and improve the design. Funding is now in place for phase 1 - covering the north western corner of the scheme - and the statutory consultation period has begun, running until 3rd March. Subject to approval, construction work will start this summer.

The overall Liveable Neighbourhood scheme
On the Let's Talk Enfield website the council outlines the aims of the scheme:
The Enfield Town Liveable Neighbourhoods project proposes improved walking and cycling provisions as well as public transport passenger facilities to reduce car use and promote sustainable transport options. It also has a focus on improving public realm spaces that provide places to stop and rest and promote a bustling and vibrant town centre. This project is part-funded by Transport for London.
The overall design of the project was published in 2022 and is outlined in this article on Palmers Green Community. It will be implemented in separate phases as funding becomes available - each delivered as a "standalone" project. Phase 1 is being paid for through a combination of Transport for London (TfL) funding and money from the Community Infrastructure Levy, which developers pay into. The council expects to receive TfL funding for a "second major phase" in 2025.
Key features of the overall scheme
- A better experience when arriving at Enfield Town Station and entering the Town Centre
- An improved connection between the Market Square and the shopping centre entrance
- An upgraded link between the Library Green and Enfield Town Park
- A new public square at the junction of Little Park Gardens and Church Street (outside Nationwide Building Society)
- A more vibrant public space on ‘Fountain Island’
- Improved greening across the town centre
- Improved and new pedestrian crossings throughout the Town Centre
- Wider footways in some locations
- Safer cycling options and connecting the Town Centre with nearby cycle routes.
- Improved bus stop accessibility
- Revised parking and loading restrictions to support the proposed changes
- Dedicated Blue Badge disabled parking bays throughout the Town Centre

Enfield Town Liveable Neighbourhood project Phase 1
An update on the Let's Talk Enfield project page provides summary information and links to more detailed documents.
Main changes included in phase 1
- Closure of the eastern end of Little Park Gardens at its junction with Church Street to create a new public square
- Changes to how traffic will operate on Little Park Gardens to facilitate the road closure
- Changes to how traffic operates at the Church Street / Cecil Road / Little Park Gardens junction (straight ahead from Cecil Road will now be permitted for general traffic)
- New signalised crossing at the junction of Church Street / Sarnesfield Road
- Relocation of the crossing point on Cecil Road and upgrading it to being a signalised toucan crossing
- Implementation of diagonal path linking the two new crossing points on Church Street / Sarnesfield Road junction and on Cecil Road
- Changes to waiting and loading along Sarnesfield Road
- Changes to waiting and loading on Church Street between Sarnesfield Road and Little Park Gardens
- Introduction of a motorcycle parking on Burleigh Way
- Changes to waiting and loading within the Phase 1 project area
The council has now published the draft traffic order need for implementation of phase 1.
During the statutory consultation period people can submit objections and representations. These can be submitted by email, by post, or by using an online survey form. Should the project be approved, the council expects to begin construction work this summer.
