At its meeting on Tuesday evening Haringey's Cabinet approved the creation of the borough's first three low-traffic neighbourhoods (LTNs). Work on the first to be built, Bounds Green LTN, will begin in early 2022 (reports from meeting attendees suggests January or February).

The other two both extend west-to-east between Green Lanes and Tottenham High Road  - the Bruce Grove/West Green LTN to the north of West Green Road and the St Ann's LTN to the south of West Green Road. The designs of all three have been modified to some extent in response to consultation feedback. Integrated into the LTN designs are several school street schemes, where roads outside schools are closed to through traffic during school arrival and departure times.

Details of the schemes, the public engagement processes using during their development.consultation with statutory bodies, funding arrangements and more are included in the documentation for the cabinet meeting - for Bounds Green alone more than 300 pages. All the LTNs will be implemented as trials.

The Bounds Green LTN will comprise three separate zones designed to keep out through traffic. Areas A and B both join up to the eastern and western parts of Enfield Council's Bowes Quieter Neighbourhood. Area C will be on the other side of Bounds Green Road, extending towards the Alexandra Park area.

Bounds Green LTN - next steps

The next steps for the Bounds Green LTN and complementary measures are as follows:

December 2021: Update

  • The Council will notify all previously consulted residents and businesses on the outcome of the consultation.

Early 2022: Trial implementation of LTN and School Streets and implementation of additional complementary measures

  • Modal filters and School Street proposals implemented as trial changes under experimental traffic management orders
  • Start of related 6 months' statutory objection periods for LTN and School Streets (Engagement Stage 4)
  • Cycle hangars and new crossings implemented as permanent measures

Autumn 2021 — Winter 2022: Monitoring

  • Ongoing monitoring of traffic volumes and speed, air quality, cycle volumes, traffic collisions.

Autumn 2022: Review

  • Review of feedback and monitoring data to consider whether to make the trial changes permanent.

Winter 2022: Decision

  • Decision on whether to make the trial changes permanent.

Winter 2022: Update

  • The Council will notify all residents on the outcome of the decision and the next steps.

In February Haringey Council published a map showing LTNs covering most of the borough, stating that it provided an "indication of the LTN areas" and "should be treated as a guide rather than a rule". Included in the map were some areas where in effect LTNs already exist - after all, the principles behind LTNs are nothing new, just the terminology.

LTNs will be a key component of the walking and cycling strategy and action plan that Haringey Council is currently developing. Drafts are out for consultation until 10th January 2022.
