Has anyone spoken to the owners about the current state of play regarding this application / appeal?

To be honest, following this thread and reading the application and decision notice, I'm a bit confused.

Will Starfish still be allowed to operate as it is? Or will it have to close down?

The appeal on this application is now with the Planning Inspectorate, closing date for comment on it is today! This primarily relates to the change of use, but may also result in a ruling on the use of the pavement and some changes to the building; it is confusing.

I don't know what happens if the appeal re the change of use is turned down. None of this relates to licensing issues, which appear to be settled.

Details will be available at some stage on the Planning Inspectorate web site, including (presumably) the case for, against and any objections. PINs detail is typically public, as I understand it. No decision date but final submissions by the key players by 1 February which should mean a future-for-Starfish decision available by the time they commit to sponsor (or perhaps not) elements of the PG Festival 2017.

The Appellant has until 1 February to submit. It might well be they would be happy to attach 3rd party supporting input as “an appendix”. You could always approach them.

I heartily agree with everything David Eden says. I realise it's late but I sent a brief comment to the Planning Inspectorate anyway as it says they may consider it.
Starfish is great asset to the area.
