UPDATE on ward promises: 3 ward promises will be set each month. Monthly promises and their impact will be reviewed and set at panel meetings, made up from local community and attended by Police.
Motor vehicle crime Hotspot: Lakeside Road and surrounding streets have seen a small rise in theft of and from motor vehicles: we will conduct extra patrols to this location and a ward surgery is planned in Lakeside Road early in the New Year utilising our mobile Police station.
Anti Social Behaviour (ASB) patrols to a specific location following complaints from residents: Patrols/stops and visits to continue.
Burglary: A borough priority as well as Winchmore Hill Ward. Hotspots will be patrolled by DWO’s and default officers both overtly and covertly.

Winchmore Hill DWO PCSO Wayne Maguire receives another Commendation.
Wayne was award a Commendation this month for showing bravery and determination when he apprehended a suspect concerned in a knifepoint robbery of two teenage girls that occurred in The Green N21. As a PCSO Wayne does not have all the legal powers and equipment of a police officer however despite this as the first to arrive on the scene he conducted a search of the area for the armed suspects, located, pursued and then detained him.
……The moral of the story, never try to outrun Wayne when he is on his bike!
Recorded Crimes:
Details have been taken from recorded crimes for Winchmore Hill Ward between 1st November and 30th November 2013.
There were 47 crimes recorded on Winchmore Hill Ward between the above dates. There were 4 residential burglaries and 2 attempted burglaries. There were also 2 non-residential burglaries with a further 4 attempts.
The locations for last month’s burglaries were:
Grovelands Road: A nightime burglary, where the front ground floor window was smashed to gain entry and computer equipment taken.
Beechdale: A shovel was removed from the rear garden shed and used to try and lever the patio doors open. This method failed so the suspect has then just used the shovel to smash the patio window gaining entry. This was a daytime burglary when a quantity of jewellery and computer equipment was taken.
Broadfields Ave: A small conservatory window was jemmied and then an internal door window pane smashed to gain entry. This was another burglary that occurred during the daytime with a quantity of jewellery also being taken.
The Green: Ground floor flat entered via a bedroom window. This occurred sometime in the afternoon. Mobile phones and computer equipment were taken.
An interesting attempted burglary occurred in Stratfield Park Close. In the early evening the occupier heard heavy knocking at their front door. They predominantly use the rear lounge of the house and subsequently the front of the house is often in darkness. The occupier ignored the knocking and didn’t enquire but then a couple of minutes later their security light at the rear was activated and a shadow seen crossing the garden. The occupier wasn’t sure if shadow was an animal or a person so police weren’t called. When leaving property the next morning marks were discovered on the door where entry had been attempted. A good example where our occupier would have been justified in calling police at the time…..
But which number to call?

Following on from the story above I have had an e-mail from the chairperson of one of our newly formed Neighbourhood Watches. He states that “residents have asked for advice on situations when to use each of the 3 numbers I provided them; 999,101, and 02087212681”.
999 – Urgent calls (24hours/7 days). It really is a matter for the individual as to what they deem urgent. Hopefully common sense prevails. On calling 999 the operator should advise you accordingly. Using the incident above as an example, if our occupier had opened their curtains to enquire on the light activation/ shadow and someone was trying to force their door, it must be ‘999’ straight away. If there is a crime in progress then we need to get officers there as quick as possible. The operator would grade the attendance as immediate and officers aim to be on scene within 15 minutes arriving in traditional blue light fashion and hopefully catching our burglar.
101 - However as our occupier discovered the marks the next morning then the suspect was clearly long gone but as there may be fingerprints or traces of blood our occupier is encouraged to report the incident to police. This would be an example when the use of the 101 number (24hours/7days) is apprpriate. The operator will take down details and grade the call with a ‘Significant’ response. This means a slightly slower attendance time of upto 60minutes or via appointmentment at a time convenient to the caller. Arrangements will also be made for a Scenes of Crime Officer to also attend and conduct an examination for forensics. Local enquiries will also be conducted with for possible witnesses i.e. knocking on your neighbours’ doors will start.
Subsequant to either initial attendance our occupier should receive a visit/contact from a Local Policing Team Officer over the next 24-72hrs. This officer attending will be able to offer such things as a a Crime Prevention Survey to our occupier and offer any appropriate assistance and advice. Further enquires would also be made with neighbours both sides and opposite to try and trace witnesses and inform them of the local crime. If there is no reply from knocking at their neighbours a letter will be posted enquiring as to whether they may have seen anything and offering similar advice and crime prevention surveys.

If Wayne or I do not answer, please leave a message on the attached answer machine and we will get back the next time we are on duty. Alternatively a similar call to 101 could be made; the details of this would be passed on to the team and given an ‘Extended’ response time ofup to 72hours.
In summary.
999 – URGENT attendance required – Response time of under 15mins.
101 - Police required but not as an emergency Response time of under 60mins.
